Section 130 Section 130.50  Purchase of Services The Department may purchase social services for eligible clients through the Title XX Social Services Block Grant under the following conditions: a)         A written contractual agreement must be executed between the Department and the service provider that meets all requirements of the Illinois Procurement Code [30 ILCS 500] and federal regulations (45 CFR 96, 2001) established for the administration of the Title XX Social Services Block Grant program. b)         The service provider is subject to audit under terms of the contractual agreement in accordance with 42 USC 1397(e) and Section 130.85 of this Part.
