Section 1535 Section 1535.602  Petitioner For Permission Petitioner for permission from this Commission for the construction of such subway or viaduct shall be the interested railroad company or a public officer or public body having authority to extend, or cause to be extended, the highway as proposed.  The application should be accompanied by a general plan or plat showing with reasonable certainty the nature, location and construction of the proposed separation of grades, along with a preliminary design report or a bridge condition report that defines the need for the project, the scope of the project, and a detailed preliminary estimate of cost.
