Section 446 Section 446.401  General Requirements a)         Any and all rates or charges made by an operator of an Official Testing Station for performing a safety test for a school bus shall be just and reasonable. b)         A rate of charge is "just and reasonable" if it is the same, or nearly the same, as the prevailing rate of charge for the same or similar tests made in the community where the official testing station is located.
