Section 454 Section 454.320  Enforcement a)         The Department upon its own initiative or upon verified complaint of any person may require the operator of an Official Testing Station to appear at a hearing and prove that the rates or charges so filed with the Department are just and reasonable. b)         The procedure in Sections 454.500-454.560 shall govern the proceedings under paragraph (a) of this Section.
