Section 456 Section 456.30  Standards of Construction a)         "Shall" and "must" are used in the imperative sense.  "May" allows permissiveness under terms specified in the standards.  "Will" indicates intention, promise or willingness. b)         Words imparting the masculine gender include the feminine. c)         Singular includes plural.
