Section 1620.1440 Administrative Law Judge a)         The Chair or Executive Director of the Commission, or another person designated by the Commission, may serve as Administrative Law Judge (ALJ).  An ALJ shall possess a license to practice law in the State of Illinois. b)         An ALJ assigned to a proceeding may, upon written request to and approval of the Executive Director, recuse himself or herself from the proceeding. c)         Whenever any party believes an ALJ for any reason should be disqualified from conducting, or continuing to conduct, a proceeding assigned to him or her, that party may file a motion with the ALJ to disqualify the ALJ, setting forth by affidavit the alleged grounds for disqualification.  The ALJ shall have 7 days after filing of the motion within which to enter a written ruling on the motion.  A copy of the ruling shall be served upon all parties.  A party may appeal an ALJ's ruling on his or her disqualification to the Chair of the Commission.
