As used in this Act, unless the context otherwise requires, the terms defined in the Sections following this Section and preceding Section 3 have the meanings ascribed to them in those Sections. As used in this Act: "Applicant" means a local government that files an application for a grant under this Act. "Department" means the Department of Natural Resources. "Director" means the Director of Natural Resources.
