June 19, 2007 Bulletin 151 INDIANA INSURANCE PRODUCER PRE-LICENSING EDUCATION MATERIALS CONDITIONAL APPROVAL This Bulletin is directed to all entities offeringtinsurance producer prelicensing courses andtall candidates for a producer's license. On March 9, 2007, the Indiana Department of Insurance (IDOI) issued Bulletin 146. Bulletin 146trequested thattall certified pre-licensing course material incorporate thetnew Subject Matter and Content Outlines. Bulletin 146 also requested that all course providers submit course material to the Department for review and compliance with thetrevised content outlines bytMay 1, 2007. Pursuant to IC 27-1-15.7-5(d), thetCommissioner now recommends that Subject Matter and Content Outlines are a necessary improvement in course materials because a candidate's success ontthe exam is directly related to his/her knowledge of those Outlines. Subject Matter and Content Outlines are critical because they allow the IDOI to describe to thetcandidate the basis of eachtexamination. To be a certified course of study, the course material must meet all of the criteria specified intIC 27-1-15.7-5 and cover the content settforthtin thetSubject Matter andtContent Outlines. The Department has reviewedtcourse material submitted from a limitedtnumber of the thirty-two (32) registered pre-licensing providers. Agency Services will be contacting these providers to discusstt shortcomings totthe materials, changes required to meet reasonable standards, and possible addendums totbecome compliant. These providers will have until September 15, 2007, to become compliant. Providers who have not submittedttheir revised course materials by July 15, 2007, will betimmediately removed from the approved list on thetIDOI web sitetand be subject to withdrawal of certification as a course of study per ICt27-1-15.7-5.tt To protect the public and ensure candidates completeta course of study that properly relates tott thetSubject MattertandtContent Outlines, as ofJuly 1, 2007, the IDOi istrequiring eachtcandidate be issued,tat the beginning of the course of study, a copytof the appropriate Subject Matter and Content Outline along with a copy of this Bulletin. The course provider is required to includetcopies of both of thesetdocumentstwhen providing any course materials to a candidate.
