410 IAC 32-1-58 "Permanently covered soil" defined

Sec. 58. "Permanently covered soil" means soil that has been separated from human contact by the placement of a barrier consisting of solid, relatively impermeable materials, such as pavement or concrete. The term does not include grass, mulch, and other landscaping materials.
