631 IAC 1-1-7 Defendants

Sec. 7. All persons should be joined as defendants against whom the right to any relief is alleged to exist, whether jointly, severally, or in
the alternative, and the board at any time, upon a proper showing, or of its own motion, may order that any additional party be joined, when it deems
the presence of the party necessary.
