25 IAC 1.5-1-12 "Solicitation" defined

Sec. 12. "Solicitation" means:
(1) any procedure authorized under IC 5-22 by which a procurement may be made, whether by invitation to bid, request
for proposals or other procedure; or
(2) an invitation to bid on a public works project under IC 4-13.6-5.
