71 IAC 9-2.2-1 Purpose

Sec. 1. (a) Advance deposit wagering is permitted in Indiana, subject to IC 4-31-7.5 and this article. (b) These rules have been enacted to: (1) recognize changes in technology for pari-mutuel wagering and to retain for the Indiana horse racing industry a part of revenues generated by Indiana residents on wagers placed with secondary pari-mutuel organizations; (2) to ensure that advance deposit wagering on horse races in Indiana will be conducted with the highest of standards and the greatest level of integrity; (3) to establish application, license, and operational criteria to conduct advance deposit wagering activities in order to ensure the protection of the public interest; and (4) to ensure that the process for the issuance of licenses relating to advance deposit wagering is fair and equitable.
