Sec. 1. (a) Each complaint shall be given a case number in sequential order by date of filing with the commission. (b) Each respondent shall be served with a copy of the complaint and a statement of the respondents' procedural rights and obligations. Service shall be deemed sufficient if accomplished by any means by which subpoenas may be served in accordance with this article. Service shall also be deemed sufficient if made by publication in compliance with IC 4-21.5-3-1, as amended from time to time. (c) The director or deputy director may conduct the investigation of a complaint or assign all or any part thereof to a member of the staff.
