A. Each workers' compensation district and the records management division shall have a clerk(s), who shall have the authority to certify records of the office. The supervisor of the records management division shall be the custodian of all records and documents for that district or the office and no such records, documents, or paper shall be withdrawn. B. The manager of the records management division shall be the custodian of all records and documents for that district or offices and no such records, documents, or paper shall be withdrawn.
