A. A person licensed as a riverboat gaming operator may apply for additional licenses. In all such cases, the board shall consider whether such multiple approval is in the best interest of the state of Louisiana, having due regard for the state's policy concerning economic development and gaming. In making this determination, the board may consider any index or criteria deemed to be relevant to the effect of multiple licenses upon the public health, safety, morals, good order and general welfare of the public of the state of Louisiana, including but not limited to the following factors: 1. the quality of the applicant's performance under the Act and regulations; 2. the adequacy of resources available to the applicant to undertake additional operations including, but not limited to, manpower, managerial and financial resources; 3. whether additional operations would jeopardize the stability of the existing operation; and 4. whether additional operations would be inimical to the economic development of the state. B. If a licensee is issued more than one license by the board and has a license suspended or revoked, the board may suspend or revoke all licenses issued.
