A. For the design and fabrication of components, each operator shall use: 1. with respect to design, persons who have demonstrated competence by training or experience in the design of comparable components; [49 CFR 193.2703(a)] 2. with respect to fabrication, persons who have demonstrated competence by training or experience in the fabrication of comparable components.
