A. Regular business meetings of the board shall be held at the place so designated by the chairman. B. There shall be a minimum of two regular meetings of the board each calendar year with one meeting in the spring and one in the fall. C. The fall meeting shall be the annual meeting. D. Special meetings may be called by the chairman whenever, in his opinion, such a meeting is necessary for the efficient operation of the board. E. At least 10 days notice shall be given each member of the board prior to the date of the meeting, except in emergencies. F. Four members of the board shall constitute a quorum.
