A. Course content shall be age-appropriate and unbiased with regard to the treatment of race, sex, roles, religions, ethnic origins, and political beliefs. 1. Each LEA shall permit parents to examine texts to be used in their child’s class. 2. Each LEA shall provide parents and legal custodians of students enrolled in high school English courses a list of reading materials to be used in that school year. Parents and legal custodians may request that the LEA exempt their child from reading such content. 3. The LDE shall not issue any state-required list of texts that LEAs or educators must include in course content. This shall not relieve LEAs of any obligations to provide instruction of United States historical documents specifically required by state statute. B. Each school's instructional program shall be characterized by well-defined instructional objectives and systematic planning by teachers. 1. Systematic planning includes weekly, job-embedded teacher collaboration led by a skilled facilitator to support groups of similar teachers in building expertise in the implementation of high quality instructional materials, strategies for meeting the needs of students and teachers using both student and teacher data and work samples, and strategies for most effectively meeting student needs during core instruction, tutoring, and intervention time. 2. For courses for which a high-quality curriculum has been adopted, systematic planning includes educator internalization of the lesson to understand how the lesson is designed to be approached and implemented. Expectations for internalization strategies must be differentiated to provide for professional autonomy according to the effectiveness of the teacher. 3. For courses for which a high-quality curriculum has not been adopted, systematic planning includes lesson design and preparation in accordance with Louisiana content standards. C. Planning by teachers for content, classroom instruction, and local assessment shall reflect the state's content standards. D. The instructional program shall reflect the selection and use of varied types of learning materials and experiences, and the adaptation of organizational and instructional procedures to provide for individual student needs. E. The instructional program shall reflect the use of varied evaluative instruments and procedures. F. Teaching strategies and techniques shall be adjusted to accommodate the types of learners served and their individual learning styles. 1. Except for the explicit direct instruction required for specific intervention programs, educators rated Proficient or higher on the previous year evaluation must not be required to read verbatim from a teaching manual or lesson plan. 2. Educators rated Proficient or higher on the previous year evaluation must be provided professional autonomy regarding the selection and utilization of instructional strategies in alignment with state content standards. G. Each school's educational program shall provide for individual differences of students. H. Assessment of student performance shall be conducted in each course or instructional level, and mastery of concepts and skills shall be verified. I. All public high schools shall provide students the opportunity to enroll in available vocational and technical education courses. 1. If a high school does not offer vocational and technical education courses, the governing authority of the school may enter into agreements to partner with other public schools or with one or more two-year public postsecondary education institutions in the state or with nonprofit proprietary schools or Course Choice providers approved by BESE to provide available courses. 2. No student shall be assessed a course fee when the LEA receives career development funds in the MFP for such course. Prioritization of Course Choice funding shall be accordance with LAC 28:CLI.701.
