A. The professional staff of the local LEA's central office shall be organized with assigned roles, responsibilities and authority to provide a structure for implementing local school policies. B. Each LEA shall be required to employ certified personnel as required by state/federal law: 1. superintendent; 2. special education supervisor; 3. title IX coordinator; 4. child welfare and attendance supervisor; 5. school nurse; 6. school food services supervisor; 7. business manager. NOTE: See Bulletin 1929Louisiana Accounting and Uniform Governmental Handbook, §1301. C. The LEAs shall assign principals to schools as appropriate. D. For LEAs in any parish having a population of at least 300,000 persons, a full-time social worker shall be employed in each school which has been identified as a failing school. E. There shall be alcohol, drug, and substance abuse counselors who regularly visit every secondary school and elementary school at a maximum ratio of four schools to one counselor, for the purpose of counseling students who have been identified as having an alcohol, drug, or substance abuse problem.
