Re: Special Open Enrollment Period Effective Immediately Until July 23, 2020
The Massachusetts Division of Insurance (the “Division”) issues this Bulletin 2020-20: Special
Enrollment Period Effective Immediately Until July 23, 2020, to extend the special enrollment
period described in Bulletins 2020-03 and 2020-09 and 2020-18 for eligible individuals in the
Commonwealth who are not currently enrolled in an insurance plan. The Division has
collaborated with the Commonwealth Health Insurance Connector Authority (the “Connector”)
in developing this Bulletin.
In light of the spread of COVID-19 in the Commonwealth and its impact to the public’s health,
the Connector announced a limited-time special enrollment period (“SEP”), originally until
April 25, 2020 and extended first until May 25, 2020, then until June 23, 2020, and now again
until July, 23, 2020 for qualified individuals who are currently without insurance. To ensure
that the dates of the SEP both on and off the Connector would be the same, the Division issued
Bulletins 2020-03, 2020-09, and 2020-18 to effectuate the commencement of the original SEP
(until April 25, 2020) and extended SEP (until May 25, 2020 and then again until June 23,
2020). With the Connector’s further extension of the SEP until July 23, 2020, the Division
issues this Bulletin 2020-20 to effectuate the same extension of the SEP during which currently
uninsured Massachusetts residents can enroll in health coverage. This SEP will not allow
currently enrolled individuals to switch plans – rather, it is strictly to allow for those without
coverage to obtain insurance coverage.
The Connector has informed the Division that the Massachusetts special open enrollment
period for eligible individuals will last through July 23, 2020. If you have any questions about
