Anderson, Commissioner of Insurance Date: October 6, 2021 Re: Use of Electronic Transactions and Communications When Making Certain Regulatory Filings ______________________________________________________________________________ The Division of Insurance (“Division”) issues this Bulletin 2021-13 to Insurance Companies, Health Maintenance Organizations, Blue Cross and Blue Shield of Massachusetts, Inc., Fraternal Benefit Societies and Workers’ Compensation Self-Insurance Groups authorized to do business in the Commonwealth to provide notice that the following regulatory filings should be submitted to the Division electronically in the manner described herein. Company Specific Financial and Related Filings Company specific financial and related filings made with the Division pursuant to M.G.L. c. 175, § 25, M.G.L. c. 175, § 9B½ , M.G.L. c. 176A, §18, M.G.L. c. 176B, §8, M.G.L. c. 176G, § 10, M.G.L. c. 176, § 41, 211 CMR 20.00, 211 CMR 25.00, 211 CMR 26.00, 211 CMR 43.00 and 211 CMR 67.00, as well as any filing identified on the Division’s Filing Checklists posted on the Division’s website (www.mass.gov/orgs/division-of-insurance), should be submitted via email to companies.mailbox@mass.gov. If a company would prefer to make a filing in paper form, they should provide notice of their intent to do so beforehand by contacting the Division’s Financial Surveillance Unit via email to companies.mailbox@mass.gov. Insurance Holding Company Filings “Form B” Insurance Holding Company System Annual Registration Statement, “Form C” Summary of Changes to Registration Statement, “Form D” Prior Notice of a Transaction and “Form F” Bulletin 2021-13 October 6, 2021 Page 2 of 2 Enterprise Risk Report submissions made pursuant to M.G.L. c. 175, § 206C, M.G.L. c. 176G, § 28, and 211 CMR 7.00 should be filed via email to companies.mailbox@mass.gov in lieu of a hard copy. If a company would prefer to make a holding company filing in paper form, they should provide notice of their intent to do so beforehand by contacting the Division’s Financial Surveillance Unit via email to companies.mailbox@mass.gov. Insurer License Applications and Amendments For insurance company and health maintenance organization license applications under M.G.L. c. 175, § 151, M.G.L. c. 176G, § 14, and 211 CMR 43.00, any paper filing requirements for applications and amendments will be satisfied by submitting the required documents and information via email to companies.mailbox@mass.gov. If an applicant would prefer to make a filing in paper form, they should provide notice of their intent to do so beforehand by contacting the Division’s Financial Surveillance Unit via email to companies.mailbox@mass.gov.
