Response to Comments

At the time of issuance of the final permit or general permit coverage under 314 CMR 2.08, the Department shall issue a response to comments, which shall be available to the public. The response to comments shall: (1) Specify which provisions, if any, of the draft permit have been changed in the final and the reasons for the change; and (2) Briefly describe and respond to all significant comments on the draft permit or application for general permit coverage raised during the public comment period under 314 CMR 2.06, or during any public hearing held under 314 CMR 2.07.
