Proceeding shall have the right to be represented by an Authorized Representative.
(2) Notice of Appearance. The filing of any pleading, motion, or other Paper shall constitute
an appearance by the attorney who signs it, unless the Paper states otherwise. Where a Party is
not represented by an attorney, the Party shall file a written notice with the Authority, identifying
the name, address, affiliation, if any, and telephone number of the Party's Authorized
Representative. Where the Party represents himself or herself, he or she shall notify the
Authority in writing.
