In addition, the following definitions apply: Department - the Massachusetts Department of Housing and Community Development. Holder - A local housing authority, redevelopment authorityand any other person or entity which has a written contract, agreement or arrangement with a local housing authority or redevelopment authority to hold personal data in performing a governmental or public function or purpose. LHA - a local or regional housing authority established under M.G.L. c. 121B, § 3 or § 3A, or a comparable special act. LRA - a local redevelopment authority established under M.G.L. c. 121B, § 4.
