Decision

The finaldecisionof the Division shall be accompanied by a statement ofreasons for the decision, including determination of each issue of fact or law necessary to thedecision. Parties to the proceeding shall be notified by mail of the decision and shall be apprised of their rights to review or appeal the decisionand of the time limits for doing so. A copy of the decision and statement of reasons shall be mailed to each party or their counsel.
