950 CMR 10.00 governs procedure in "adjudicatory proceedings" before the Division, subject to and in accordance with theprovisions ofthe M.G.L. c. 30A, the Administrative Procedure Act (APA). 950 CMR 10.00 does not apply to investigations, except where made specifically applicable.
