Determination of Amount of Vendor Payments

A vendor payment for housing must be made in the amount of the rent or mortgage payment contracted for by the applicant or client. A vendor payment for fuel or utilities must be made in the amount of the monthly cost of the fuel or utility averaged over a 12-month period, as determined by the applicant's or client's arrangement with the fuel or utility company. The total amount provided by vendor payments cannot exceed the total amount of the grant for which the assistance unit is eligible.
