Severability Clause

403.0l: Purpose The purpose of 103 CMR 403.00 is to establish Department of Correction (Department or DOC) regulations and procedures governing the receipt, transfer, storage, maintenance, release and disposal of the property of inmates confined in state correctional institutions. 103 CMR 403.00 is not intended to confer any procedural or substantive rights or any private cause of action not otherwise granted by state or federal law.
