(c) Evidence of qualifications may require passing one or more of the following:

3. a demonstration of practical skills in horseshoing.
(d) Applicants not previously licensed as a horseshoer shall be required to pass a
written/oral examination, demonstrate practical skills and submit at least two written
statements as to the character and qualifications of the applicant.
(2) No person shall be eligible for an owner or trainer license if, during the term of such license,
that person would practice as a farrier with horses racing under the jurisdiction of the
Commission; provided, however, that a duly licensed owner may personally shoe a horse owned
by him or her upon applying for and receiving a certificate of fitness therefore from the
Commission.
