Classification of Public Water System Operators

The purpose for the certification of public water system operators is to insure the proper management, operationand maintenance ofa public water system. The various grades of certificates shall be issued in accordance with the demonstrated skill, knowledge, experience and character of the operator. (1) In a Class VND (Water Vending Machine) public water system, the person with the responsibility for making process control/system integrity decisions about water qualityor quantitythat affect public health, and having active field supervision of, distribution and/or treatment activities must hold a Grade VND certificate. (2) In a Class VSS (Very Small System) public water system, the person with responsibility for, making process control/system integrity decisions about water quality or quantity that affect public healthand having active field supervision of, distribution and/or treatment activities must hold a Grade VSS or higher grade certificate. (3) In a Class I public water system, the person with responsibility for making process control/system integrity decisions about water quality or quantity that affect public health, and having active field supervision of, distribution and/or treatment activities must hold the appropriate Grade 1 or higher grade treatment or distribution certificate. (4) In a Class II public water system, the person with responsibility for making process control/system integrity decisions about water quality or quantity that affect public health, and having active field supervisionof, distributionand/ortreatment activities must hold an appropriate Grade 2 or higher grade treatment or distribution certificate. (5) In a Class III public water system, the person with responsibilityformakingprocesscontrol/system integrity decisions about water quality or quantity that affect public health, and having active field supervision of, distribution and/or treatment activities must hold an appropriate Grade3 orhighergrade treatment or distribution certificate. (6) In a Class IV public water system, the personwithresponsibilityformaking process control/system integrity decisions about water quality or quantity that affect public health, and having active field supervision of, distribution and/or treatment activities must hold an appropriate Grade 4 treatment or distribution certificate. (7) An individual may apply for certificationand, after passing the Board examination, shall be certified in the highest grade for which he/she qualifies, except that experience in a Class VSS or Class VND public water supply may not be used toward qualifying for any higher grade (Grades 1D through 4D or Grades 1T through 4T). 236 CMR: BOARD OF CERTIFICATION OF OPERATORS OF DRINKING WATER SUPPLY FACILITIES 3.02: continued (8) Certificate holders who were issued certificates in Grades 1, 2, 3 and 4 under the original "grandfather clause" or by written examination through December 31, 1989 shall be automatically credited with holding both distribution and treatment certification in accordance with the following table: Certification Grade Certification Grade as of 12/31/89 after 12/31/89 1 1C 2 2C 3 3C 4 4C
