These regulations set forth the notice that is required to be provided to applicants who are denied coverage under a medically underwritten non-group health benefit plan in Maryland. Proposed amendments to COMAR 31.10.27 were published in the Maryland Register on August 20, 2004. The only change to the regulations was to amend the text of the notice to comply with changes in Insurance Article, §14-501, Annotated Code of Maryland. Notice of final action on the amendments was published in the Maryland Register on October 29, 2004. The amended notice requirements become effective January 1, 2005. A copy of the amended regulations is attached for your convenience. Deleted text appears in brackets. New text appeals in italics. Please note that the notice that is required to be provided by COMAR 31.10.27 continues to require each carrier to inform the denied applicant of the current address and telephone number of the Maryland Health Insurance Plan (MHIP). The address for MHIP is PO Box 47160, Baltimore, Maryland 21244-7160. The telephone number for MHIP is 866-780-7105.
