Lifting of Prescription Medication Refill Waiver and the Waiver of the Time Restrictions
on the Replacement of Durable Medical Equipment or Supplies, Eyeglasses, and Dentures

On May 27, 2018, Governor Larry Hogan issued Executive Order 01.01.2018.14 declaring a State of
Emergency. On May 29, 2018, pursuant to COMAR 31.01.02.05 Insurance Commissioner Al Redmer,
Jr., through Bulletin 18-08 activated:
A. COMAR 31.01.02.03A(3) and required all health insurance carriers in the State to waive any time
restrictions on prescription medication refills and authorize payment to pharmacies that fill
prescriptions for residents that live in the 21041, 21042, 21043, 21045, 21228 and 21229 zip
codes for at least a 30 day supply of any prescription medication, regardless of the date upon
which the prescription medication had most recently been filled: and
B. COMAR 31.02.06A(4) and required all health insurance carriers in the State to waive any time
restrictions on the replacement of durable medical equipment or supplies, eyeglasses, and
dentures for residents that live in the 21041, 21042, 21043, 21045, 21228 and 21229 zip codes.
The State of Emergency has been lifted; therefore, pursuant to COMAR 31.01.02.02, the waivers set forth
above are no longer in effect.
