Conducting Mobile Settlements

BULLETIN No. 20-16 DATE: March 30, 2020 TO: All Title Insurance Producers RE: Conducting Mobile Settlements On March 30, 2020, Governor Larry Hogan issued executive order 20-03-30-04. This executive order authorized remote notarizations during the state of emergency and also provided guidelines for remotely notarizing documents during this time. Please be advised that during the state of emergency, it is permissible for licensed title insurance producers to conduct remote settlements so long as the settlement agent follows the guidelines as they are outlined in the governor’s order. A copy of the executive order is attached. The bulletin is in effect so long as the Governor’s Order number 20-03-30-04 remains in effect.
