BULLETIN 24-19 DATE: July 24, 2024 TO: All Interested Parties Including: Pre-Licensing Education Providers, Insurance Producers, and Candidates for Insurance Producer Licenses RE: Chapter 874/873 (HB0265/SB0336) of 2024 – Repealing the Pre-licensing Education and Experience Requirements for Certain Producer License Applicants – Effective October 1, 2024 The Maryland Insurance Administration (“Administration”) is issuing this Bulletin to inform interested parties of the passage of House Bill 0265/Senate Bill 0336, which repeals the education and experience requirements for insurance producers who are required to pass an examination as a qualification for a producer license. Effective October 1, 2024, applicants who are required to pass an examination as a qualification for a producer license will no longer be required to complete a program of study that has been established or approved by the Commissioner, nor meet minimum experience requirements prior to taking the examination. Prometric is the Administration’s pre-licensing and examination service vendor. Prometric will stop accepting new pre-licensing course provider applications and pre-licensing course applications as of August 1, 2024. The roster for all active pre-licensing providers and prelicensing courses will become inactive as of September 30, 2024. Pre-licensing course completion rosters will no longer be accepted after September 30, 2024. Applicants will not be able to schedule examinations from September 27 through September 30, 2024 while the systems are being updated. Once the law becomes effective, the Administration and Prometric will no longer provide a list of pre-licensing education courses or providers.
