COMAR 31.10.27, which was amended January 1, 2003, requires that a carrier provide notice of the availability of the Maryland Health Insurance Plan when the carrier denies coverage under a non-group medically underwritten health benefit plan. Among other text, the notice is required to include the current address and telephone number of MHIP. Life and Health Bulletin 02-28, dated December 20, 2002 informed carriers of the new notice requirements. On February 24, 2003, Brenda Wilson, Chief of Health Insurance and Managed Care for the Maryland Insurance Administration sent a letter to each of the carriers participating in the non-group health market informing them of a change in the address for MHIP. The current address for MHIP is Maryland Health Insurance Plan, Box # 13, 211 E. Baltimore Street, Baltimore, Maryland 21202. The new telephone number for MHIP is 1-866-780-7105. Effective June 1, 2003, the address of MHIP will change once more.
