Notwithstanding § 26–1509 of this title, the holder of a license that has an off–sale privilege may renew the license if the holder of the license is: (1) an establishment commonly known as a chain store, supermarket, or discount house; or (2) a franchisor, franchisee, or concessionaire of the establishment.
