Reprieves,commutationsandpardons. Sec.14.Thegovernorshallhavepowertograntreprieves,commutationsandpardonsafter convictionsforalloffenses,exceptcasesofimpeachment,uponsuchconditionsandlimitations ashemaydirect,subjecttoproceduresandregulationsprescribedbylaw.Heshallinformthe legislature annually of each reprieve, commutation and pardon granted, stating reasons therefor.
