Legislativecouncil. Sec.15.Thereshallbeabi-partisanlegislativecouncilconsistingoflegislatorsappointedin themannerprescribedbylaw.Thelegislatureshallappropriatefundsforthecouncil’soperations andprovideforitsstaffwhichshallmaintainbilldrafting,researchandotherservicesforthe members of the legislature.
