STATE OF MICHIGAN DEPARTMENT OF INSURANCE AND FINANCIAL SERVICES Bulletin 2021-34-INS In the matter of: Update to “Hospitals with Indigent Volume Entitled to Enhanced Auto Insurance Reimbursement” List ______________________________________________/ Issued and entered this 20th day of September 2021 by Anita G. Fox Director This bulletin advises interested parties of an addition to the “Hospitals with Indigent Volume Entitled to Enhanced Auto Insurance Reimbursement” list. In response to corrected and verified data submitted to the Michigan Department of Health and Human Services, the updated list adds the University of Michigan Hospitals (NPI: 1003878539) to the list of hospitals with indigent volume between 20.0% and 29.9%. Auto insurers are advised that this designation is retroactive for dates of service beginning July 2, 2021, and that some bills may need to be re-processed to reflect the correct reimbursement amount. As the Department advised in Bulletin 2021-26-INS, Section 3157(4)(a) and Section 3157(5) of the Code, MCL 500.3157(4)(a) and MCL 500.3157(5), entitle providers to enhanced reimbursement if they have certain percentages of indigent volume as determined pursuant to the methodology used by the Michigan Department of Health and Human Services (DHHS) in determining inpatient medical/ surgical factors used in measuring eligibility for Medicaid disproportionate share payments. The “Hospitals with Indigent Volume Entitled to Enhanced Auto Insurance Reimbursement” list includes providers that have between 20% and 29.99%, and 30% or more, indigent volume. Section 3157(6) of the Code, MCL 500.3157(6), entitles hospitals that are Level I or II trauma centers, as verified by the American College of Surgeons Committee on Trauma (ACS COT), to enhanced reimbursement if the treatment is for an emergency medical condition and rendered before the patient is stabilized and transferred rs that have between 20% and 29.99%, and 30% or more, indigent volume.
