Rule 1867. (1) An area where a flammable liquid is transferred at 1 time, in a quantity of more than 5 gallons from 1 tank or container to another tank or container, shall be separate from other operations or a building by a distance of 25 feet or by a wall not less than 5 feet high having a fire resistance of not less than 1 hour. (2) Provisions shall be made to neutralize spills of flammable liquids. Natural or mechanical ventilation shall be capable of maintaining vapor below 10% of the lower explosive limit. (3) Transfer of a category 1, 2, or 3 flammable liquid from 1 container to another shall be done only when the containers are electrically bonded. (4) A flammable liquid shall be transferred from or drawn into containers by 1 of the following: (a) Through a closed piping system. (b) From a safety can. (c) By a device drawing through the top from a closed container or portable tank, by gravity or a pump, through a self-closing valve. Air pressure shall not be used. (5) A dispensing device, hose, and nozzle for category 1, 2, or 3 flammable liquids shall be an approved type. (6) The dispensing units shall be protected from collision damage.
