Rule 5. (1) The commissioner shall determine the fee for a license as a retailer. The fee is payable at the time of license application. (2) The bureau may charge a license renewal fee annually in an amount determined by the commissioner. (3) The fees in subrules (1) and (2) of this rule shall not exceed the actual cost to the bureau.
