R 4.424 Lobbyists and lobbyist agents; state executive departments.

Rule 24. (1) A state executive department is a lobbyist as that term is defined in section 5 of the act. (2) An employee of a state executive department, other than an official in the executive branch, is a lobbyist agent if the employee engages in lobbying on behalf of the department and his or her compensation or reimbursement for lobbying exceeds the amount prescribed in section 5 of the act.
