Rule 208. (1) A person cited to appear at a hearing noticed by the division, and who
desires to dispose of the contested case by stipulation or consent order, may mail to the
director not later than 10 days before the date set for hearing his written consent to the
terms and conditions of the proposed order or other form of action as set forth in the notice
of determination and hearing. Agreement between the parties on the terms and conditions
of a stipulation or consent order shall constitute sufficient cause for the director to dispose
of the contested case without further hearing.
(2) After the hearing officer has submitted his proposal for decision, the director shall
issue a final order on the matter. A certified copy of the final order shall be prepared and
served by certified mail on the contesting parties or their attorneys together with the
director's finding containing a resume of the facts and grounds for decision.
