Rule 615. After December 31, 1979, it is unlawful for a person to cause or allow the emission of any volatile organic compound from the condensers, hot wells, or accumulators of any existing vacuum-producing system at a petroleum refinery, unless the emission is controlled by 1 of the following methods: (a) Capture and disposal in a fuel gas system. (b) Combustion in a smokeless flare. (c) Any method approved by the department that recovers not less than 90%, by weight, of the uncontrolled volatile organic compound emissions that would otherwise be emitted into the atmosphere.
