Administrative Bulletin 2016-4 Date: September 23, 2016 To: All insurance companies, health maintenance organizations, fraternal benefit societies, hospital service corporations, employer group plans, managed care organizations, third party administrators, medical service corporations and health care centers that deliver or issue individual and group health insurance policies in Minnesota Subject: Withdrawal of Administrative Bulletin 2016-3 Related to Third-Party Payments of Premiums or Cost-sharing Expenses The Minnesota Departments of Commerce and Health issued Administrative Bulletin 2016-3 on June 23, 2016 to entities delivering or issuing individual or group health insurance policies in Minnesota regarding guidance on the circumstances under which carriers accept third-party payments toward a policyholder’s or certificate holder’s insurance premium or out-of-pocket expenses. Administrative Bulletin 2016-3 is hereby withdrawn.
