Subpart 1. Scope. The requirements of this part apply to the owner or operator of a landfill that began construction on or before July 17, 2014. Landfills that began construction, modification, or reconstruction after July 17, 2014, are subject to part 7011.3515 . Subp. 2. Incorporation by reference. Code of Federal Regulations, title 40, part 62, subpart OOO, as amended, entitled "Federal Plan Requirements for Municipal Solid Waste Landfills That Commenced Construction On or Before July 17, 2014 and Have Not Been Modified or Reconstructed Since July 17, 2014" is incorporated by reference.
