APPLICABILITY

This chapter applies to all persons, corporations, or other legal entities engaged in the retail distribution of electric service to the public, with the following exceptions: A. cooperative electric associations; B. municipal utilities; C. persons distributing electricity only to tenants or cooperative or condominium owners in buildings owned, leased, or operated by those persons; D. persons distributing electricity only to occupants of a manufactured home or trailer park owned, leased, or operated by those persons; and E. persons distributing electricity to fewer than 25 persons.
