INTERVENTION

The commissioner must allow a person to intervene in an independent review proceeding if: A. the person files a request with the commissioner before a hearing under part 5510.5470 begins; and B. the commissioner determines that the person's legal rights, duties, or privileges will be directly determined in the proceeding.
