DEFINITIONS.

§ Subdivision 1. Terms. As used in sections 480.24 to 480.244 , the terms defined in this section have the meanings given them. § Subd. 2. Eligible client. "Eligible client" means an individual that is financially unable to afford legal assistance, as determined by a recipient on the basis of eligibility guidelines established by the State Board of Civil Legal Aid pursuant to section 480.243, subdivision 1 . § Subd. 3. Qualified legal services program. "Qualified legal services program" means a nonprofit corporation which provides or proposes to provide legal services to eligible clients in civil matters and which is governed by a board of directors composed of attorneys-at-law and consumers of legal services. A qualified legal services program includes farm legal assistance providers that have a proven record of delivery of effective, high-quality legal assistance and have demonstrated experience and expertise in addressing legal issues affecting financially distressed family farmers throughout the state. § Subd. 4. Recipient. "Recipient" means a qualified legal services program that receives funds pursuant to section 480.242 to provide legal services to eligible clients. § Subd. 5. Nonprofit regional alternative dispute resolution corporation. "Nonprofit regional alternative dispute resolution corporation" means a nonprofit corporation which trains and makes available to the public individuals who provide fact-finding, conciliation, mediation, or nonbinding or binding arbitration services.
