Dear Secretary Kander:
This opinion letter responds to your request dated January 2, 2014, for
our review under § 116.334, RSMo, of a proposed summary statement
prepared for the petition submitted by Brad Ketcher regarding a proposed
constitutional amendment to amend Article III of the Missouri Constitution,
version 3 (2014-079). The proposed summary statement is as follows:
Shall the Missouri Constitution be amended to:
establish limits on campaign contributions that
candidates for state legislature can accept from
individuals or entities;
establish a limit on gifts that state legislators,
and their employees, can accept from lobbyists;
prohibit state legislators, and their employees,
from serving as paid lobbyists for a period of
time or being paid for campaign work;
prohibit
political
fundraising
on
general
assembly property;

require legislative records to be open to the
public; and
prohibit any law that disqualifies the counting
of valid signatures on petitions based on how
voters sign the petition?
Pursuant to § 116.334, RSMo, we approve the legal content and form of
the proposed statement. Because our review of the statement is mandated by
statute, no action that we take with respect to such review should be construed
as an endorsement of the petition, nor as the expression of any view regarding
the objectives of its proponents.
